
The bill seeks to declare December 26 as a national special non-working holiday, to be known as ‘Filipino Day of Goodwill’, which is patterned after the so-called “Second Christmas Day” or “Boxing Day” in several counties where gifts and alms are distributed to the poor a day after Christmas. This bill also aims to give enough time for our citizens to travel and prepare for work on the next working day, since more often than not, they can only conveniently wind up their holiday celebrations by Christmas day’s end.

The proposal is grounded on the reason that under the concept of devolution, a component city is under the administrative and disciplinary jurisdiction of the province where it is geographically located.
