The bill seeks to amend Section 61 of RA 7160, otherwise known as the Local Government Code of 1991, thereby proposing that complaint against any elective official of a component city should be filed before the Sangguiang Panlalawigan and not with the Office of the President. The proposal is grounded on the reason that under the concept of devolution, a component city is under the administrative and disciplinary jurisdiction of the province where it is geographically located.
